The White House confirmed in April 2022 that US border officials were giving out cellphones to some suspected illegal immigrants in order to track them while they wait for their court dates. However, it appears that this program has been expanded since then as more and more people are receiving free smartphones from the government without ever having to appear in court or face any consequences for their actions.
