In what is being described as one of her final actions as Director of National Intelligence, Tulsi Gabbard has declassified a collection of intelligence documents that she says reveal extensive U.S. government involvement in funding biolaboratories around the world.
According to the Office of the Director of National Intelligence, the newly released information identifies more than 120 biolabs operating in over 30 countries, including facilities located in Ukraine. The disclosure has immediately sparked renewed debate over gain-of-function research, government transparency, and the role federal agencies have played in supporting overseas biological research programs.
The declassified material was released after what officials described as months of reviewing Intelligence Community records and files. According to the DNI’s statement, some of the laboratories housed dangerous pathogens and conducted research involving highly contagious diseases.
One of the most controversial aspects of the disclosure involves gain-of-function research. The term refers to experiments in which scientists modify viruses or pathogens to better understand how they spread, evolve, or become more dangerous. Supporters argue the research can help prepare for future outbreaks, while critics warn that the risks of accidents or misuse may outweigh any potential benefits.
The intelligence release specifically highlighted concerns about biolabs located in Ukraine. According to the DNI, previous intelligence assessments warned that at least one U.S.-funded facility in Ukraine contained dangerous pathogens and faced risks associated with the ongoing conflict between Russia and Ukraine. Officials noted concerns that military attacks, seizures, or damage to facilities could potentially create significant security and public health risks.
Gabbard argued that information regarding the existence, locations, and funding of these laboratories had not been fully disclosed to the American public. She also accused government officials, health authorities, and members of previous administrations of downplaying or dismissing concerns raised about the programs.
“Despite the obvious potential for catastrophic global impact research on dangerous pathogens in biolabs can have, politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people about the existence of U.S.-funded and supported biolabs,” Gabbard said in a statement accompanying the release.
The announcement also highlighted President Trump’s Executive Order 14292, signed on May 25, 2025, which ended federal funding for gain-of-function research worldwide. The administration has argued that such research presents unacceptable risks and should no longer receive taxpayer support.
In addition to releasing the documents, Gabbard directed the Intelligence Community to increase monitoring and intelligence collection regarding overseas biological research facilities. According to the DNI, that effort has already produced additional information regarding clinical trials and ongoing research projects, raising new questions about oversight, security, and accountability.
The release has generated intense reactions online. Supporters of the disclosure argue it confirms concerns that had been dismissed for years, while critics are calling for further review of the documents before drawing broad conclusions. As lawmakers, researchers, and national security officials begin examining the newly released information, the debate surrounding biolabs, gain-of-function research, and government transparency appears far from over.
