Sen. Mitch McConnell returned to a consequential Senate committee vote this week, helping Republicans advance a major farm bill while a brief and confusing exchange with colleagues quickly attracted attention online.
The Senate Agriculture Committee voted 12-11 along party lines to report the farm legislation to the full Senate. McConnell’s vote provided Republicans with the majority they needed to advance the measure, a five-year package dealing with agriculture, nutrition, conservation and forestry policy.
But it was the manner in which the 84-year-old Kentucky Republican cast that vote that generated headlines.
Video from the committee meeting shows McConnell seated in a wheelchair beside North Dakota Republican Sen. John Hoeven as the clerk called McConnell’s name.
As McConnell prepared to respond, Hoeven leaned toward him and could be heard saying “no.” McConnell nevertheless quietly responded “aye,” apparently too softly for the clerk to register. Hoeven again said “no” as others nearby became involved in the exchange.
When McConnell’s name was called a second time, he repeated “aye” more audibly and slightly raised a finger, making his support for reporting the legislation clear.
The unusual exchange prompted questions about what exactly was happening during the vote, but Hoeven’s office subsequently offered a procedural explanation.
According to Hoeven communications director Kami Capener, there was confusion over precisely what question was before the committee after an effort to reopen the legislation for additional amendments. Hoeven initially believed senators were voting on whether to overrule the chairman rather than on reporting the farm bill itself.
“Senator Hoeven initially thought the vote was to overrule the chair, then realized the vote was on final passage,” Capener said. “At that point, Senator McConnell had already indicated his aye vote on passage of the farm bill.”
McConnell subsequently issued his own statement affirming that his vote was intentional.
“As a member of the Agriculture Committee since my first day in the United States Senate, I was proud to vote yes on the Farm Bill on behalf of the hardworking farm families across Kentucky,” McConnell said.
The episode came shortly after McConnell returned to Capitol Hill following an absence of more than three months. He had been away after falling at his Washington home on June 14, briefly losing consciousness and being hospitalized.
McConnell later developed pneumonia and spent time in a rehabilitation facility before continuing his recovery at home. Upon returning to Washington, he acknowledged that lingering effects from childhood polio had complicated his rehabilitation.
He also said he was “still not quite back to 100 percent” and planned to continue physical therapy while attempting to be present for important Senate votes.
His presence at the Agriculture Committee meeting proved consequential. With McConnell voting in favor, Republicans secured the 12-11 majority required to report the legislation.
The video inevitably generated attention because of the interaction between McConnell and Hoeven. Hoeven’s office, however, maintains that the repeated “no” comments resulted from confusion about the procedural question being voted upon, not an attempt to direct McConnell’s position on the farm bill.
Whatever viewers initially made of the exchange, McConnell’s own recorded vote and subsequent public statement both indicate that he intended to support the legislation.
